I have welded some Panteras. Roof is obviously done here. Most of the time also engine bay, rockers, lower front valance, the front as we can see... door sills probably. That is my experience if I see that.

Dissassembling completely, dipping bath.
This is as you said at least a 500 hours job in a shop. At the least, to do a proper preparation for the paint job including welding with tinning.

Maybe if it is worse, you can even say that it makes no sense at all at a shop.
