I have a friend Dave Storlien that was in this competition a few years back. I think he took second place with the constraints they levy. He's basically retired but still builds some race stuff. His business was called Porting Dynamics here in the Minneapolis, MN area.
He recently rebuilt my 351c which is .040 over around 392ci. I was looking for manageable power that will probably never get used. Also wanted to keep the Weber stacks. He went through the engine and replaced parts and we dyno'd it at 509hp / 504ftp with the small 48 IDA webers and my somewhat restrictive exhaust. The intake ports were reduced to improve flow.
Runs on regular pump gas which is a benefit.
