What problems are folks having passing the new emissions testing? I'm still looking for my very own Pantera and would like to know if there are general upgrades P-car owners are having to make in order to pass.

Just do: FRESH spark plugs(gapped correctly, mine were at .035"), air cleaner, points(if you have them), and tune-up. Check timing, and make sure the carb. is not running too rich or too lean. Do an oil and filter change, Yes! it does make a difference. Put "High Test" in the fuel tank. Be polite to the inspector, and do not piss him/her off! Good-Luck, Marlin.
Besides what Marlin mentioned, it helps if you find a Smog station that will do a "preliminary" run on your car; one thats NOT instantly modem'ed to your DMV. They call these by various names- 'tuning' etc and gives you an idea what to look for. Also in CA, cars built in 1973 and earlier are now exempt from annual/biannial smog tests; this may not be the year on the title but if the car was actually built in '73, the title can be corrected cheaply & legally. Finally, a 'Historical' license plate also exempts your car from annual/biannial smog requirements.
