Well it should be complete in some way. If some parts are missing ok, but only the casing is a very low start point.

Aside from the price being too high, the Craigslist ZF could be worthless junk. No one should pay top dollar for a ZF that's been stored for years, without having it inspected first. The seller's assertion "still has the vent hole capped so no moisture in the case" should be disregarded. Plugging the vent hole does not prevent corrosion from condensation.
Out of curiosity, without cracking the case open, could you inspect it at all?
The craigslist seller has a pretty big stash of Pantera parts, and has a very high regard for all of them, with The same attitude towards his pricing

In any condition is really asking for a money pit. I bought one years ago from a POCA member that was suppose to be good, and about $7K later it's maybe done.
Have you talked to Lloyd Butfoy?
He's not the least expensive, but you'd know what you are getting.
