Mine is an 81 and only has a 2 position switch. But that could be the reason why..

THE NUMBER 1 AND 2 FUSES ARE FOR YOUR LEFT AND RIGHT HIGH BEAMS, AND YOUR 5 AND 6 ARE FOR THE HEADLIGHT LOW BEAMS. THIS IS A GOOD DESIGN WHEN YOU THINK ABOUT IT; YOU CAN BLOW A FUSE ON A DARK MOUNTAIN ROAD SOME NIGHT AND STILL HAVE THE OTHER HALF LIT TO SAVE YOUR LIFE!!!
