We call that the lower front valance. 4.25” to the bottom of the tow eye hooks! 245/45ZR16s on the front with spring spacers removed (euro height). It should look like this http://www.panteraplace.com/Pantera%20Pics/mikes%20valance%20home%201.JPG

You said your car is a '73.
I'm not sure of the cut off dates/VINs, but the photo shows chrome bumpers with squared, not rounded, ends. Usually from an early car. And your main, removeable grill is the early style with studs and nuts. Later grills were made with mounting holes and attached with sheetmetal screws.
