So my car is a 71 with blue and black wire that runs to the tach, my question is the plug in the engine compartment has the blue/black and a blue into one, do I just splice the blue black out and run the other to?

I am not clear on where you are at with this?
Is the MSD already installed and the car is running?
You are adding in the MSD tach adapter to make the Pantera tach work OR have you not started to install that MSD system yet and asking how to install it to the Pantera tach?

I have the msd installed running, I am adding the msd tach adapter for the OE tach, in the photo above the bluegreen/black stripe is the tach, not sure what the blue wire is, or what to do with it, thanks
The light blue / black wire goes to the tach. Remove that wire from the nylon connector and connect it to your tach adapter.
The dark blue wire originally went to the distributor / coil negative terminal.
