I have photos of a great solution, but it was designed for a car with a "headlight kit" (square headlights, Vadar etc...)
What happened to mine was BOTH lights would bounce. The bar could use a "stop bolt" against the gear plate, so with the headlight bar up, full contact would stop the bar from vibrating. Harder to explain than show. Make sense ?

Some headlights bounce because the gear mesh from the sector gear welded to the connecting bar and the motor drive pinion, are not correct. By loosening the motor/gearbox mounting bolts and sliding the whole assembly further into the sector gear teeth for a tighter mesh, my '72'L's bouncing went away completely. I didn't have to remove the assembly, nor open up the holes, just slid them closer together within the amount of bolthole slop already present. Your car may differ as this area on all the cars was hand-welded or brazed together. It that case, I"d try slotting the mounting holes toward the center of the sector gear a little.
