The big plastic things and this aluminum shim, where do they go?

If it was snake it would of bit me, forgive me for my extreme retardation. It has Ford Motor Co. numbers and stamping s on it, I was thinking it housed a seat belt re tractor. What about that horse shoe looking shim? Thanks!
The "big plastic things" look like the steering column cover. It's mounted right behind the steering wheel and covers the column. You will find the two halves fit together like a clamshell. The round hole is for the ignition switch to protrude through, and the rectangular hole is where the turn signal switch stalk sticks through. The large tabs on the back with holes line up with the mounting point for the steering column under the dash.
As for the shim, I'm not sure.

The horse shoe is a shim but I've never seen one like that on a Pantera.
The only place that there would be shims at all is on the suspension lower control arms front and rear.
Mine don't look like that but it could be a universal part from a parts store.
I'd say suspension shim but it wouldn't be aluminum.
Rear lower control arm alignment shim.
I didn't remove the control arms. It came from the cabin area.
I'm only saying what it is, not what it was being used for. Perhaps it was being used to shim-up the front of the driver's seat, in which case you'd expect there to be two of them (or more).
