engine upgrade

Help....I'm in the process of restoring my 72 and would like advise on weather to rebuild my original engine or replace with a newer motor. I'm looking to achieve somewhere between 350 and 400 hp. The engine will have to be suited for city driving. The cost will be very important.

The engine is totally stock with about 45,000 miles. It runs strong with no apparant problems. I'm looking to spend the least amount of money to acquire somewhere close to 400 hp and still be drivable on city streets. I need a dependable engine when all is done. Since my knowledge of engine modifications is very limited, specific recomendations would be appreciated. Thanks.
