In a word, no. Ethylene glycol is pretty slippery stuff, and its hard enough to get freeze plugs to seal when installed dry. Incidently, always use BRASS freeze plugs; steel ones, even galvanized steel, will corrode, and only one (1) plug can be reached while the block is still in the car. My wife once lost the only freeze plug accessible (rearmost on the drivers side), while at her work. I fixed it during lunchtime. The rest required an engine change....
