The 8" Campys in front are a much better choice, as it spaces the wheel & tires inboard 1" extra, correcting the horrible scrub radius one gets with the 7" wheel, and lightening steering effort even with a larger tire. Handling is also much improved with the larger tires. Pantera fender clearances differ by year, but on my "unmolested" '72 L model with no flairs, I successfully run 245-50x 15 BFG tires on 8" Campis, without shock spacers, with the following little problems:
1)- contact at both the fender lips- must roll the fender lips under, per the Factory TSBs for 1974.
2)- contact with both cowl drain pipes on the front firewall, both sides- hammer them oval in the areas touching.
3)- contact at the inner fender near the radiator, both sides: hammer clearance in the inner panels
4) contact full lock turns behind the brake lines on inner fender panels: hammer a crescent shape dent about 8" long x 1/2" deep.
5)- there may be minor contact with the windshield wiper splash-guard on the right front near the front firewall- bend to clear.
Your tires are taller but narrower than mine, nevertheless, I suspect most/all of these areas above could give the same problems, mostly in full lock turns. They are easily corrected; remember to paint any areas hammered into bare metal, to avoid rusting later.
