Headlights wont come down

You could have a bad micro switch, wiring connection, fuse, or relay.

There will only be voltage present at the micro switches when the ignition switch is turned on.

Maybe the head light gear?

It may be the switch, loose wire, or whatnot, but if you count all of the easy stuff out, then it is probably a control issue. If you want to bring your car into the 21st century, then I would recommend Jon Haas' headlamp controller. Here is the link:

Mine played up when I got my car.
took ages to sort out. But basically the small switches up front, i pulled them out and cleaned them with contact cleaner and blew them a fair bit. They finally came good.
