Would this be an import from the USA? Why else would it have the black 5 mph bumper?

I'd say yes an import from US, also has the US style side marker lights.
When the FX rate was right it was cheap to buy in the US and most countries have some form of reduced import duties on older vehicles.

That photo was taken a couple of weeks ago at the Swedish De Tomaso club anual general meeting, which I also attended. Interested to know how you managed to find the picture - the world is a small place! The owner and his wife were very nice and did mention that it was imported from the US, but I don't really have any other info.
