All I need is a strong rust free chassis! I have seen several cars so far. I sure didn't think finding a rough but solid Pantera would be so hard!

I know you're much closer to the east coast, but have you thought about calling the Pantera Mecca of the world, southern California? I'm sure that Hall, Wilkinson, PI, or other Pantera vendors probably know of dry rot free bodies. Now, if you want a rot free body with a clean title, that may be another issue -- but it may be another option if you strike out closer to home.
