Hi does anyone here know where I may be able to buy another one of these? Not sure what its actually called... but its seized and I cannot get what looks to be a clip inside removed.

You will need to compress that spring slightly to relieve some of the tension. Then the snap ring should be easy to remove.

Tried that , but there is no way to get under the snap ring... anyway I will keep trying and see if I can get it off. at least it now moves it was seized, so the handbrake would not fully adjust correctly.
I compressed the 'hat' a bit in a vise and dug at the snap ring with two small screwdrivers, when you're about to give up it will finally pop out.
