I've shipped tail lights to Norway several times.
I use USPS Priority Mail International. Package them well, fill out the simple carbon-copy 7 sheet form and pay the money. Done.
You can get accurate costs using the USPS online postage calculator. It is set up to allow you to select specific country, weight and shipping method.
Wheels would likely be four, or maybe two, packages. Each country does have weight limits. It is 66 pounds for Norway.
USPS does not have tracking in the sense UPS does. But you would get an insurance #.
You can use other shippers, but I am not familiar with them. For my size packages, I learned USPS is easier and cheaper.
I always use Paypal, as bank to bank probably involves charges for both of you. I know Paypal is waaay easier for me to send them money.
Shipping four wheels to Norway is not rocket science, but it will take a good amount of your time and I'd charge accordingly.
A quick check on a 20x20x12 20 pound package found it would cost $85
