Hello Boss Wrench,
My steering wheel is turned to the 11 o'clock position while going straight and steady. There is no play in the steering column but there is small amount of movement of the steering wheel before the wheels turn.
The car has 21k miles, am I in need of a rack rebuild? (Thank you in advance, Mike Dailey)

Maybe not. Someone probably 'aligned' your front wheels without locking the steering. You could have it re-done right to center the steering wheel, or you could remove the steering wheel yourself and put it back on clocked on different splines. The small amount of play may be due to the telescoping sections below the dash, and is easy to check if you lay under the dash with a flashlight & turn the wheel a bit. If not, then it may be rack-bushing time.
