Steering column

Steering column been fitted back to my car after restoration. Before I fit the steering wheel I have 3 small parts to fit, spring, turn indicator cam and a small circular washer/spacer with a recess cut out of it (See picture below)

Have looked at the tech article on Pantera place but it doesn't show or mention this washer/spacer.

The fitting of the spring and cam are straightforward but where does this washer/spacer go, does it fit before or after the spring or before or after the cam.

I think it's in between, the spring pushes on the cam but you don't want the spring against the cam, thus the cup washer.
