Holley 650s are nearly always double-pumpers (2 accelerator pumps). If not set up on a dyno, only the lucky will get good driveability with decent mileage from any double-pump Holley. Your friend needs a local carb expert to adjust/rejet/whatever on this unit. Or, replace it with a vacuum-secondary 600 or 750 Holley. That's as good as I can do diagnosing it by long- distance....
