How dependable are aluminum flywheels? Are there any steel flywheels that are available for, and fit, the pantera. Something that weights lighter than the stock iron flywheel but heavier than an aluminum one.

I have run aluminium flywheels for the last 20 years. And newer had any kind of problems.
Steel pressure plates is also a noticable part of the mass so you should need something in between alu-steel.
The 351 are externally balanced, so you must put some weight in the alu-wheel. You can use regular steel inserts.

Sorry, I mean, you should NOT need a flywheel
with a weight between alu and steel.
