Bubbles in Vinyl Dashboard

I'm looking at a car right now that seems to be in reasonably good shape. One problem it has that I have not seen on many other Panteras is that the vinyl is separating from the dash (passenger side) which is causing bubbles. Has anyone dealt with and successfully solved this problem? Could a heat gun potentially allow me to reset the original adhesive?
