The problem is usually due to rust. Open them up and see what's going on inside. If it's light rust, usually it can be cleaned.

I would suspect corrosion on the terminals.

I think they're the only item in the front clip that grounds directly to the chassis, so you'll need a good contact there too.

...I went with FIAMM Twin 'Air-Horns'.
With a 12 Volt 'On-Demand' Compressor, Wired to the Existing Horn Circuit.
They Sound Beautiful! Just like Italian 'Country' Horns.
Just as It should be on a Pantera! IMO

I will sell the 2 Original '74L Horns (NO Bracket), I believe they still work, I'll test them. NO Rust. Anyone who wants them, PM Me here. I will ship worldwide at cost. They will be listed at the 'Parts for sale'.

I'll pop them open and have a look. I didn't want to go breaking something if I didn't need to .

If that fails I've got your FIAM Air Horn option which sounds kind of cool as a back up Marlin!
