I can't reach up there, I can't fish them through from the front.
Is there a trick?

My early car does not have that style switch. That being said, ideally the wires should be long enough to pull them through the openings, assemble everything on the back of the switch and then push them into place
if there is no apparent free play with the wires, take a small flashlight and a mirror and see if you can follow the harness and possibly gain some slack by opening one of the factory harness positioning straps/clips?

I can get them out of the opening but with the clip/holder attached to the top of the switch they won't go back in the opening. It's like they're supposed to be slid on from behind with the switch installed but no way I can reach up there and get to them.

Jim, I've had my dash out 3 times and the only way I could get those switch illumination bulbs back in place is before the dash goes back in place. Even with long tongs I could not lock them down. And that was when I was much more flexible.....
I always first mount the wiper switch and trough the hole of the washer switch I slide on this light .
and with a little patience it's possible to mount the washer switch including the light.
you also can replace the bulb by a tini led

Well probably you would be best off if you had hands and fingers like ET?
In my case, I got the bulbs and clips mounted and was able to insert them in the dash from the front.
I did modify the harnesses though to put enough slack in them to pull them through the hole and mount the harness to the switch.
To those who will accuse me of cheating. I prefer to think of it as re-engineering.
I replaced the original light by leds which I "fix" with silicon "glue", extended the wiring and pushed the whole assembly in from the front.
as per panteradoug this is a good option to go..all from the front then..
