L Bumper Restoration

I did a search, but came up empty.

Does anyone have any advice on restoring an L bumper. Mine has several hairline cracks on the top surface. It may have been painted and it is just the paint cracking. I really can't tell. Can I strip it and, if so, what can I use that won't hurt the rubber. I would appreciate any advice. Thanks.
