The PO put a jack pad on the front of the car and covered the frame tiedown hole. I can see the top lip of the hole, but was hoping somone could take a quick photo of theirs with a ruler. This will help me drill out the welded material and return the function of the front tiedown.

if you plan to drill out plate to the original tie down profile,
I would suggest you find top dead center of your exposed chord.
come straight down ~3/8" and punch referance. from that referance measure 3/4" at 45 degress to make next punch.
use uni bit to dril lower mark to 3/4"
then drill upper mark as much as possible
use grinder to finish up
