It seems like his way of setting a reserve without it seeming like it (or having to pay for it). I personally don't agree with that sort business tactic, I find it offensive. It makes one feel like this guy takes us for idiots!
I think he is just cutting his ebay final value fee. I'm new to ebay, but I have seen this tecnique before. It's fair that he is upfront about the shipping. I contacted him regarding tires for another car, a while back, and he seemed ok. I got tires cheaper elsewhere, so I have no more experience with him with delivery.
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
