I haven't been able to take off the overflow radiator cap, seems stuck. Do you push down and turn counter clockwise? I don't want to break anything. It's been on for over two years.

Yes.
The interference between the tank neck cut outs and the corresponding tabs on the cap is pretty close. Must line up just right and even then is a bit difficult to lift up.
