Registration is the responsibility of the individual state/s, and has nothing to do with the federal govt., per US DOT/NHTSA's chief of compliance.
Furthermore, the US EPA doesn't have authority over any motor vehicle that's older than 21 years, to my knowledge.
This particular Pantera's issues were bumper-related. The Pinzgauer in question is currently being denied registration due to a lack of a Federal Certification Label (indicating FMVSS compliance) on the door. These issues are not EPA-related.

When I bought my car in 1999 since it was over 10 years old I had to take it to motor vehicles in Connecticut for inspection. The inspector ( a kid in his early 30's) told me my car was a kit car and needed to go to the main inspection station then he pulled out a pocket knife and made a move to the powered by Ford emblem on the rear deck lid. I grabed his hand, a big no-no touching a state employee, and I said " touch my car with that knife, and you will repaint the whole car" (insert expletive)"or I am going to stick it in your head. Go get your boss!" His boss came out and from 50 feet away yelled I have not seen a Pantera in 15 years I love these cars! Needless to say I passed and then took him for a ride.
