The two questions are probably related. The actuating cables can stick in the jackets after 32 yrs of being unlubed. Plus, there is a retraction spring for the linkage under the center of the car that may have broken.To lube the cable, disconnect both ends. Fabricate a funnel out of heavy paper or light cardboard, taped together. Make the funnel end higher than the other; fasten a plastic bag aroung the lower end. Pour a pint or so of oil into the funnel; wait until oil begins to drip from the far end (This's why you bag the end). Drain the oil out of the funnel and leave the thing alone until it stops dripping, then work the cable until the action is smooth. If the problem is in the caliper, I suggest you buy a caliper rebuild kit (P.I has these in stock, quite cheaply) or take the unit to a Pantera vendor.
