Not that bad a deal I guess, at the NH state liquor store my favorite Margarita concoction works out to about the same.
One of the easiest way to remove powder coating is to wash the part with Acetone. It will cut right through the powder coat and melt it away.
Wouldn't the acetone/powder solution tend to creep into the pores of the magnesium and worsen the outgassing problem?
Stripper seems to lift an old finish as a layer.
Maybe get the bulk of it off with the stripper and clean up with the solvent. It will still probably require a light bead later to get the last of it.

I was reading through some old posts and came across this one.
A prior poster above mentioned the difficulty in getting powder to collect on JB Weld. I have never used this stuff, and it has a reputation of being a pain to work with, but it is conductive.
I have been using Lab Metal for powder coating and it works well. Unlike bondo it is time consuming to work with because it is single part and simply air dries. Thus it takes a number of passes to get a smooth surface. After the repair is complete the piece can be powder coated and the repair is undetectable.
I've also used Lab Metal on another wheel to fill/repair some curb rash before powder coating. Good stuff.
