I know how reinstall the dash, but it is not clear to me how the defroster vents and hoses are installed. It looks like the upper and lower vents pictured below are sandwiched onto the dash, and then the hoses are connected after the dash is installed. Please let me know if you are familiar with this process.

Yes, the two pieces shown in your photograph are meant to be sandwiched onto the dashboard before it is installed.
In my experience you will need to then connect the heater box hoses to the defrost vents, prior to installing the dash.
My car is an early pre-L, 2511. The later cars might, but I doubt this, have a different procedure.
