stainless gas shroud

I am thinking about putting the stainless gas tank shroud on my car. Does the shroud go over the stock one? It seems the original has some type of insulation.

The OEM gas tank shroud was added by Ford on most of the early cars, and included by DeTomaso later. It is two layers of aluminum sandwiching a layer of asbestos insulation (I think). Various vendors sell a stainless cover that I think slips over the existing one. Ask them as not all are identical.
