Brake Booster Seal

Hi all. I think I'm heading into a big brake issue. Trying to get my car on the road so I am updating a few things. Put on new stainless brake lines and when I was bleeding the system, felt the pedal go "kathunk" and could only get half travel. Brakes have locked on and cannot get them to release. Pulled the master cylinder and it appears o.k., however the brake booster doesn't seem o.k. The pushrod from the booster and the seal on the master cylinder end came right out. Is there a way to reinsert this seal. It appears to be missing something, however as the center hole in the seal is too large to support the pushrod. Ideas? Suggestions? Presently, no master cylinder, pulled the proportioning valve ( was still in the system), bled all fluid and the brakes are still locked on:????
