neither should effect the engine (oil or coolant) temps.

blocking the heat riser is just a way to make more power by reducing the temp of the incoming air, every 10 degree F decrease in air temp equals 1% more bhp. the turkey tray should keep the oil off the hot bottom side of the intake manifold, thats why it was designed in the first place. the CHI heads have no provision for a heat riser passage, so the point is moot anyway.

so long as you have good vacuum at idle, run the pcv, it only does your engine good, no harm. the reason to eliminate pcv (positive crankcase ventillation) is if the manifold vacuum at idle is too low to pull the pcv valve closed.
