The panel behind the seat is removed by first removing the big bolts that hold the seat belt tops. With these two out, the panel can be removed by having both doors open and sliding it up and out. Then you have to remove the engine cover. After this you now have access to the front of the engine.
Yes, besides the two bolts (which also hold the shoulder harnesses), there are typically two Phillips head sheetmetal screws at the bottom of the panel on each side, immediately behind the seats. You will need to slide the seats all the way forward and use a shorty screwdriver to remove them.

They really don't seem to serve much purpose, and you would be forgiven if you "forgot" to put them back...:>)
