A double turbo engine for racing ?

Who should I ask in the US for building a reliable , (very) powerful all aluminium double turbo V8 engine for racing ? There are rumours in Europe that a new " open" series for classic racing would be launched next year .

Tom Nelson at Nelson Racing Engines in Chatsworth. He is the best in the business for turbo motors. He built me a 1600hp small block chevy that you could drive everyday!
