adjustable shocks

I purchased a set of carillo adjustable shocks several years ago. In the rear I have one adusted all the way down( still not low enough) The other is adjusted about 1.5" higher to match the ride height of the other side. My stock shocks had no adjustment, but had an even ride height. No doubt these shocks are different lbs. rating. Has anyone else run into this?
