I'm finishing up putting my dash and while plugging in the ignition connector ( looks like a 8 wire gang connector ) this stray wire with a female end on it that looks as if it was meant to go in this gang connector but, there is no room for it. Looks to be a factory female wire connector installed on it ( I just put some tape on it) Her is the pic.

The wire is a light purple
In the area in question, some of the cars had a violet (purple) wire that was unused. It originated from fuse 8. Somewhere in the wire loom there are two green wires (factory) spliced into the violet wire. One green wire goes to the windshield wiper / washer switch, and the other green wire goes to the emergency flasher switch.
Fuse 8 is unswitched +12 volts.

Do you think the factory did such shoddy workmanship that when it was built they just rolled that extra wire up and threw some black tape on it?
No, the factory didn't wrap that black tape around the wire.
I wrapped the end so it won't short on anything. Originally it was just rolled up and taped to all the other wires.
The only Violet (V) wires I've found in that area may be associated with the courtesy lamp switch per the attached SOBill wiring diagrams. Makes sense that the wire would have a female connector to plug into the back of the switch...or maybe not.

That wire you show is too large a gauge to be courtesy lights.
