My back up lights only work when the parking lights or headlights are on. This has been annoying me for awhile and I decided its time for me to fix it. Has this happened to anyone else and what's the fix?

You only need back up lights at night - and at night, you turn on the lights, and that enables the back up light circuit.
So, you just saved yourself an adventure of delving into the wonderful world of Lucas.
Pop open a cold one and go look for another project. Backup light is solved.

The car came with the backup switch connected to fuse# 3 (as shown in the wire diagram), but if you read the descriptions for each fuse it could go to fuse#12 (switched hot when ignition is on). Just unplug the green wire from #3 and plug it into the unused terminal on #12 and the car is ready for the US market.
