CA Smog bill ?

Is it true that the smog bill was signed by the Gov.

The info I found said " That the current rolling emission-test exemption for vehicles 30 years old and older is replaced with a law requiring the lifetime testing of all 1976 and newer model-year vehicles "

Has anyone got any info ? True or not ?

If this is true "1976" then my 73 is safe "forever",,, Will the Gov. leave me and my car alone "FOREVER"
