Simon, I've never seen a 'tool' to do this, but I've had reasonable success by knocking the large washer off one or both ends of factory rubber a-arm bushings. The bushing has a pressed-in outer sleeve and a lightly flared inner tube, with the retaining washers staked to the inner tube by the flare. By using a sharp cold-chisel held at just the right angle against the washer, a hard hit from a hammer on the chisel will often pop the washer off the small tube. Then a hydraulic press can push the rubber & tubes out. The washer(s) must first come off at least one end of each bushing because they are the exact OD of the a-arm eyelets so there's no edge to use with a press. Some owners drill the inner tube until the flare/staking is gone and the washer falls off. With 16 bushings to do, either way will take most of a weekend. Good luck.
