I recently purchased a '71 Pantera with black carpet, dash, and seats.... but the headliner in it is off-white with a pattern of multiple evenly spaced tiny holes in it.... is that headliner stock (color and texture)?

Sounds like it. As I understand it, this was typical of Italian cars of the era: black interior, white headliner.
Not only is that stock, but the pattern of punch-holes varied from year to year so replacing it to match the 4 trim pieces and visors is not simple. And of those cars with custom interiors that are changed to all-black, they become darker & even more cave-like with a dark headliner IMHO.
