Do you recognize this Pantera with an unusual front end ?

My records say Colonel Al Rubin of FL owned it (s/n 3133) until he passed on a decade ago. Dunno who has it now.

That is Steve Paules ( Pennsylvania) driving it in the picture. He owned it for several years ( brought it to the 2015 POCA rally in Houston) . He has since sold it to another PA resident.
