Free - Electric Control Valve for Heater

Well, here is an elaborate electric valve for control of the heater hoses. It looks like it has two electric brass valves. I put power to the wires and it clicked but nothing else. It may just need some cleaning and WD40. It's free, just pay shipping or pickup in Cypress, CA. Looks like it will fit into a large flat rate USPS box for $20.
