Interesting. My response is that I'm not sure but hope both should be flat. While presently rebuilding my suspension, I encountered the same situation; however, only one of mine was slightly askew as you have displayed, the other was perfectly flat. After looking at the placement of the A-arms to the body mounts, I determined that possibly someone (maybe even me)may have raised the vehicle by placing the jack under the A-arm and created a slight bend. I put the slightly bent one in a press and straightened it. Time will tell when I begin assembly. By what I was able to determine by looking at where the bend is, it changes the angle of the bushing's sleeves ever so slightly, and I wanted the bushing sleeves and bushings to be perfectly straight so the bolts going through the bushings would wear evenly. While not a definitive answer, that was my rationale.
