Possibilities: the high beams are on a different fuse than the lo-beams. You might get lucky by simply cleaning the proper fuse & holders. The headlight switch was only on Pantera and the very early Capri, and when it fails, it is very expensive. Before giving up & throwing money at the problem, take a VOM and start at the high-beam fuse, and check for voltage along the whole circuit. Somewhere along the line, you will find the problem- maybe an easy-to-fix bad ground.
