...WD-40! INTO the Metal Sheath, Housing covering the Cable and INTO the Valve.
Does NOT do any good on the Outside! You have to get it INSIDE, where the Binding is!!

The Valve is probably Stuck from years of corrosion. There are Threads here and at panteraplace.com to deal with the Disassembly, Cleaning and the Rebuilding of the Valve.

Also depends on your heat-tolerance. It's impossible to adjust any Pantera cable heater control to both fully open AND fully close. There will always be water leakage past either stock valve, depending on how the cables are adjusted. Perhaps your car's cables were adjusted for adequate defroster or heater, which allows hot water leakage past the valve and thru the heater core that can overwhelm a marginal A/C. This situation is exactly why we recommend secondary mechanical shut-off valves in the water lines.
