There are several vendors who make the small bumperettes. But since the metalwork on all our cars is different, and the old bumper will likely have pulled your steel out of shape, you will have to grind the new bumpers to get a good fit on both sides. I'm no bodyshop expert, but even I was able to remove almost "half the mass" of the new bumperettes to get a perfect fit with a size I liked. And I did it just by working them on a grinding wheel. Grind, check, grind check and so on. It didn't take long.

The big question is, how many and how big are the holes behind your old bumper. First thing you have to do is remove it and see if you will be able to hide the existing holes with new bumpers and how you will hide or fill the others.
