There are a number of coolant overflow tanks out there ranging from cheap (yet functional) plastic to polished stainless. I found a polished billet aluminum tank with a 2" cap at a reasonable price. However, both the inlet AND overflow fittings are at the top. In order to function as a recirculating tank, won't the inlet to this tank NEED to be at the bottom?

Yes, the recovery tank should have an outlet/inlet on the bottom of the tank. This way the "swirl" tank can suck the coolant from the overflow back into the "swirl" tank. They ussually have a fitting on top as well which acts as an overflow for the overflow
